The Security Council wishes to see ISIS's financial sources depleted. They call upon the international forces supporting the Iraqi Army. The troops should focus on either retaking or, if need be, destroying the oil facilities currently held by ISIS. Additionally, they make it clear that "individuals, organisations and other entities engaging in commercial and other transactions with terrorist organisations including ISISL must be identified, located an brought to justice..". 

They especially stress that the city of Baghdad must be protected. 

In their second resolution, the SC asks Syria ratify the Rome Statute in order to investigate human rights violations in that area. Additionaly, the Council asks Turkey to further open their southers to Kurds who wish to fight the ISIS alongsiide other Kurd nationalists.

The SC also suggests the establishment of a whole new UN body which should be assigne with the distribution of humanitarian aid in Syria.
